I. Active disclosure

The scope of government information proactively disclosed by this agency is detailed in the Catalog.

(1) Open form

In addition to making the government information available online, this agency also actively discloses the following auxiliary methods:

1. Actively disclose government information through government bulletins, press conferences, and public media such as newspapers, radio, and television.

(2) Public time limit

The government information proactively disclosed by this agency shall be disclosed within 20 working days from the date the information is formed or changed. Where laws and regulations provide otherwise for the time limit for government information disclosure, such provisions shall prevail.

2. Disclosure upon application

In addition to government information proactively disclosed by this agency, citizens, legal persons, and other organizations may apply to the agency or an agency established by this agency to perform relevant administrative functions in their own names to obtain relevant government information.

The government information disclosure application acceptance agency (see Article 3 of this Guide) is responsible for accepting government information disclosure applications submitted by citizens, legal persons and other organizations to this agency.

(1) Application

When applying to this agency for government information, the "Changsha Government Information Disclosure Application Form" (hereinafter referred to as the "Application Form", see Annex 1) should be filled out in writing. The "Application Form" can be obtained at the accepting agency, or it can be downloaded in electronic form on the website of this agency, which is valid for copying.

An application for government information disclosure should include the following:

(1) the applicant's name or title, identity certificate, and contact information;

(2) The name, document number or other characteristic description of the government information applied for disclosure;

(3) Formal requirements of government information applied for disclosure, including methods and channels for obtaining information.

1. Accept written applications

In addition to the applicant submitting the "Application Form" in person, if the application is submitted by letter, please indicate the "application for disclosure of government information" in the lower left corner of the envelope; if the application is submitted by telegram or fax, please indicate "Government Information" accordingly Open Application ".

2. Accept online applications

Applicants can fill in the electronic version of the "Application Form" online and submit an application for government information disclosure to this agency at http://www.jinghua-law.cn/xxgk/szfxxgkml/zfxxysqgk/.

This agency does not accept applications made by phone or short message, but applicants can inquire about the corresponding service business by phone.

(2) Application processing

After receiving the government information disclosure application from citizens, legal persons and other organizations, this agency will review the formality of the requirements of the application from a formal perspective. For applications with incomplete requirements, the applicant will be required to correct the information. Calculated from the date of application for correction. If the applicant fails to make corrections without due time, it shall be deemed to have abandoned the application, and this organ will no longer process the government information disclosure application.

The time when this organ receives the government information disclosure application shall be determined in accordance with the following provisions:

(1) Where an applicant submits an application for disclosure of government information in person, the date of submission shall be the date of receipt of the application;

(2) Where an applicant submits an application for disclosure of government information by mail, the date of receipt of the application shall be the date of receipt of the application; if an application for disclosure of government information is submitted by ordinary mail or other mailing methods that do not require receipt, the government information disclosure agency shall Confirm with the applicant on the day the application is received, and the date of confirmation is the date of receipt of the application;

(3) Where an applicant submits an application for disclosure of government information through the Internet channel or fax of a government information disclosure agency, the date on which both parties confirm shall be the date of receipt of the application.

To the government information disclosure application filed by the applicant, this agency will respond separately according to different situations, see the flowchart of processing the government information disclosure application by this agency (see Annex 2).

When this organ handles the applicant's government information disclosure application, if it can respond on the spot, it will reply on the spot; if it cannot respond on the spot, it will reply within 20 working days from the date of receipt of the application; if it is necessary to extend the response period, extend the response The deadline does not exceed 20 working days, and the applicant is informed. In case of special circumstances stipulated in Article 35 of the Regulations, if this organ is unable to reply to the applicant within the legal time limit, it may determine a reasonable time limit for delaying the reply and inform the applicant.

When providing information on application, this agency provides information based on the actual status of the information, and does not process, statistics, research, analyze or otherwise process the information.

(3) Charges

This agency provides government information disclosed free of charge in accordance with the application, but if the amount of government information applied for disclosure is obviously beyond a reasonable range, an information processing fee will be charged in accordance with relevant regulations.

4. Supervision methods and procedures

Citizens, legal persons, or other organizations who believe that their organs have not fulfilled their government information disclosure obligations in accordance with the law may complain or report to higher authorities or government information disclosure authorities, and the authorities that accept the complaints will investigate and deal with them in accordance with relevant regulations.
